SPECIAL REPORT

Renewed Threats Against Christians in Africa
In a newly released propaganda video, ISIS has explicitly called for renewed violence against Christians across Africa, demanding that they either pay jizya—a historical Islamic tax levied on non-Muslims—or face attacks. The video marks a disturbing resurgence of religiously motivated rhetoric, aiming to stoke sectarian conflict in regions already grappling with extremist violence. In recent years, ISIS-affiliated factions have escalated attacks in Nigeria, Mozambique, and the Sahel, often targeting Christian communities with brutal precision.
A Call for Attacks in Europe
The propaganda goes beyond Africa, urging Muslims in Europe to carry out attacks against Christians and Western institutions. The messaging echoes previous calls from ISIS during its territorial peak in Syria and Iraq, where it leveraged digital platforms to inspire lone-wolf acts of terrorism across Europe. While major platforms have improved their counter-extremism algorithms, ISIS continues to find ways to distribute its materials through encrypted apps and niche channels.
Strategic Messaging Amid Organizational Decline
Analysts view the release as part of ISIS’s strategic pivot toward ideological warfare following the collapse of its caliphate. By inflaming religious tensions and invoking historical grievances like jizya, ISIS aims to remain relevant and dangerous despite its territorial losses. Security agencies in Africa and Europe have increased monitoring of extremist messaging in light of the new video, warning that even disorganized terrorist groups can inspire deadly violence through propaganda alone.
